He is a potent occultist, Jack the Ripper, and the Mexico City Butcher; the Regulators exposed him as the latter, but could not directly connect him to the Ripper murders because of mishandling of evidence. Verified member of Simpson's Cigar Divan in Mexico City.
Diaz, Joaquin: Manager and part owner of the Casa Verde in Chihuahua City; he owes the regulators a great debt for reporting the murder of Mistaugh. Ha he been forced to report it, he and his establishment would have been subject to harassment by the local authorities for quite some time. He vanished in late March.
Dover, Jacob: Son of John Dover; Jacob hated that his childhood was spent following his father all over the world on John's insane crusade to divine the future. But mostly he hated that his father wasted all of his family’s once substantial fortune, not only leaving Jacob in poverty but saddled with debt, forcing him to take a minor position with the Santa Fe railroad
Dover, John: (1799-1868) A wealthy British occultist determined to master the Arts, particularly the ability to summon 'The Black'. 
Eckhart, Dietrich: A major figure in the Mexican pearl trade and collector of early manuscripts of poetry. Verified member of Simpson's Cigar Divan in Mexico City.
Fernandez, Maeto: Freight master in Chihuahua city; the regulators have dirt on him.
Garcia, Father: Parish priest in Pedro, Parras Municipality, Coahuila, whom the regulators helped. 
Greenwood, Edward: A Santa Fe RR employee rescued by the regulators from Tinta rebels.
Loudermilk, Robert: A Hearst, Haggin, Tevis and Company employee rescued from Indio rebels by the regulators.
McCabe, Colleen: Verified member of Simpson's Cigar Divan in Mexico City. Probable head of an organized crime syndicate in Mexico City, which is unusual because she is a woman, under thirty, and Irish. Employed William Wadsworth before his death. Struck a negotiated truce with the Regulators in the Ripper fight, which she has honored to date.
Mistaugh, Theodore: An Anglo gun-runner murdered by unknown parties in the city of Chihuahua.
Olsen, Todd: A Santa Fe RR employee rescued by the regulators from Tinta rebels.
Smith, Jacob: Respected book seller in the city of Chihuahua who was murdered over an unspecific item which the murderer (caught by the regulators) never acquired.
Valencia, Simone: An up and coming Indio Soldadera pagador. Bounty: 120 pesos.
Wadsworth, William: An American Frank once investigated for cannibalistic practices in Wyoming. Worked for Colleen McCabe as a Ghoul-controller, but killed by the Regulators.
